P IS FOR PROGRAMME
The Youth Empowerment Partnership Programme was started by a group of foundations in 2000. The preparatory phase lasted until May 2001, followed by the first phase of implementation, evaluation and assessment from September 2001 until the end of 2006.
The second phase of the programme is planned from 2007 until 2011.
Programme Sites
At a local level, YEPP works in selected Local Programme Sites. These are sites in urban and
rural areas, which have a crucial need to re-establish social cohesion for the benefit of young people and the communities.
In these sites there is a:
- high intensity of social and economic problems
- high intensity of interventions - initiatives
addressing youth and community development towards empowerment through cross-sectorial partnerships
- espite all the efforts there is a need for a more comprehensive joint strategy, a high intensity of partnership.
In co-operation with the Programme Team, the Local Programme Sites develop their own
operational plan, infrastructure and fundraising strategies.
During YEPP Phase I (2001-2006), YEPP worked in 7 Local Programme Sites in 6 countries:

- Ireland, Dublin North East Inner City
- Italy, Turin - Mirafiori
- Italy, Turin (Affiliate)
Currently YEPP is being implemented in 19 Local Programme Sites and one YEPP Affliate Site in
eight different countries throughout Europe:

Local Infrastructure in each Local Site
Local Partner Organisations
YEPP co-operates with local organisations which are closely linked with the respective Local
Programme Sites. These can be foundations, city administrations, or non-governmental organisations.
Local Co-ordinator
In each Local Programme Site a Local Co-ordinator is appointed, being responsible for developing,
planning, and implementing the local operational plan and for co-ordinating YEPP related activities, including fundraising. He or she is also responsible for further developing co-operation and partnerships at local level. In these fields of activity there is a close co-operation with the Local Support Group.
Local Support Group
In each Local Programme Site a group of local stakeholders - citizens, representatives of the
three sectors, and youth - support the development of the local operational plan and its implementation. The Support Group is a voluntary body which realises the idea of co-operation and partnership on local level and ensures the sustainability of the programme beyond the duration of YEPP.
Evaluation Facilitator
The Evaluation Facilitator carries out the internal evaluation as
participatory action research.
Operational Plan
Local key actors, among them members of the local Support Group, and the Local Co-ordinator,
develop the operational plan. It is based on:
- An assessment of needs and key challenges in the respective Local Programme Sites
- Resource and asset mapping.
- It presents
- Locally agreed goals
- Measures and projects
The operational plan defines what YEPP is in each Local Programme Site.
